Scott Wiener (D-San Francisco) is especially pleased with the signatures, as several of the bills were his, including the creation of a tax increment financing structure to replace 5,800 affordable homes in San Francisco that have been lost to redevelopment.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cCalifornia desperately needs to increase housing production and the Governor\u2019s action today helps put us on track to achieve that goal,\u201d Wiener said in a statement Wednesday.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Of Wiener\u2019s bills, Newsom signed Senate Bill 423, which expedites affordable housing development by strengthening provisions of SB 35, which is set to expire at the end of 2025. SB 35, another of Wiener\u2019s 2016 bills, allows for projects to be approved through a streamlined and expedited housing approval process in areas that are not on track to meet their housing production goals.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">SB 423 continues the momentum of 35, but also includes \u201cstrong new labor standards,\u201d such as higher wages and health benefits for workers in housing developments.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Wiener also introduced the San Francisco Housing Replacement Act, or Senate Bill 593, which aims to right past wrongs by adding affordable housing to neighborhoods that were demolished for growth, displacing their low-income residents. According to Wiener, examples of these neighborhoods are Japantown, SoMA and the Western Addition. SB 593 will create 5,800 affordable housing units in the city, Wiener said.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Assembly Bill 12 was also signed by the governor. Assemblyman Matt Haney (D-San Francisco) backed the bill, which expands tenant protections by limiting security deposits to one month\u2019s rent instead of up to three times the rent.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cMassive security deposits can create insurmountable barriers to housing affordability and accessibility for millions of Californians,\u201d Haney said on social media Wednesday. \u201cDespite skyrocketing rents, laws ensuring affordable security deposits have not changed substantially since the 1970s.
