Following a selection process and with extensive experience in public administration and a proven track record of successful leadership, Patrick Heisinger was named as Redwood City's new assistant manager, effective March 11.
“Patrick's career has been marked by his dedication to public service and his commitment to improving communities through strategic management and collaboration,” said Stevenson Díaz. “His experience will play a crucial role in shaping the City’s future and advancing the Council’s strategic objectives.”
As assistant city manager, Heisinger will oversee the city's land management and development functions, including the Departments of Community Development and Engineering and Transportation and the Divisions of Economic Development and Housing, as well as manage city properties.
As a member of the City Manager's Office, Patrick will help implement strategic initiatives and work with City Council, staff and community partners on projects and programs in support of the city's mission, values and priorities.
Heisinger's experience extends to creating strategic relationships with government agencies and cross-sector partners, using projects and programs to advance municipal initiatives and improve the quality of life of vulnerable populations.

Heisinger has served as Interim Housing Manager beginning in April 2023, and as Interim Assistant City Manager of Redwood City since August 2023. He previously served as Interim City Manager and Assistant City Manager of East Palo Alto , where he managed operations and provided direct leadership and supervision of functional areas of the city, including Community and Economic Development, Planning, Construction and Code Enforcement, Human Resources, Parks and Recreation Master Planning and Water Master Planning.
He also served in roles focused on various aspects of community development and housing initiatives for the cities of San Jose, San Bernardino and Riverside, as well as Santa Cruz County.
The next Redwood City assistant administrator holds two graduate degrees in Public Administration and Education, as well as a bachelor's degree in International Relations. He also holds a California real estate broker's license and several certificates related to real estate, finance, and leadership development.
