In an effort to ensure accountability and transparency within the Redwood City Police Department, the City is committed to creating a civilian Police Advisory Committee to expand and improve police response.
The action follows incidents of brutality by members of the police force, which were recorded in various marches held in the summer of 2020, resulting in several injuries.
The civil service committee is expected to consist of 11 community representatives appointed by the Council, who will report to and advise the police chief.
They may review policies, including those related to use of force or body restraints, discuss crime and police practices, review data on crime and police interactions, or receive annual reports on complaints about police personnel.
However, the committee shall not have authority to participate in departmental disciplinary and personnel actions, as well as ongoing criminal or internal investigations, active critical incidents, and civil and criminal litigation.
The advisory committee shall be formed when each council member appoints one member for a two-year term, and the full council appoints four members for a four-year term.
